The Finance Committee considered SENATE BILL NO. 280 An                        
Act relating to the mandatory incorporation of certain boroughs in             
the unorganized borough and recommended it be replaced with                    
                                                                               
CS FOR SENATE BILL NO. 280(FIN), entitled:                                    
An Act relating to municipalities; the incorporation                          
of certain boroughs in the unorganized borough; the                            
formation of separate unorganized boroughs; and to                             
property taxation in the unorganized boroughs.
